What if the United Nations was disband and a state of Hegemony was declare.

1) who would lead?
2) would there be rejoice or total rebellion?

I'd say rebellion. Not total, but near enough. The reason for this is there've been so many countries that either aren't members (choose not to be) or are there in a negative vibe (basically are there 'cause they feel they have to be, and not 'cause they want to be. A lot of what caused the UN to be able to be created was the understandable fear that another WW2 situation could occur (sort of like how the League of Nations was formed). Shortly after that, NATO was formed, again, from fear that the "Eastern Bloc" country/ies would do the same. This caused the early occurrences that allowed for those creations. However, I doubt it could happen today, unless it were something where everyone else creates the hegemony, like what NATO did, to work against "the Eastern Bloc" (which, in this case, would probably be the USA). However, I couldn't see the Israelis and the Muslim states working together, or, for that matter, India and the Muslims doing the same, or Buddhists and Taoists or any other group with another. Heck, even one "Christian" group from one church with another "Christian" group...

Hmm... If the UN decided to disband itself, numerous 'experts' would debate endlessly on TV over whether or not that was a good thing. Maybe 5% of the population would think it bad, since the UN did lots of good stuff, 5% would think it good, since the UN was just a burueacratic waste of money. 90% wouldn't care.

As for hegemony...who's declaring hegemony over who? If it's the USA declaring hegemony over the rest of the world, I'd say that maybe 3% would believe it and be happy, 6% would believe it and be upset, and the other 91% would laugh and say, "Yeah, right! April Fool's Day is a long way off, ya dumb [bleep]."

Axzazz, I think your negative percentage on the whole USA thing may be off. With all of the countries out there who've been preaching (and I use that particular word with a porpoise, er, purpose) against the US, oh, and France, I'd say that the % should be bumped up by a few...
