Have you tried to hook up at your local comic book store? I know some folks who have hooked up that way. The stores around her let people advertise if they are looking for an artist or giving lessons on how to draw.
Comic book conventions are full of guys looking for critiques of their work. You could snag a bunch of them while they are waiting in line. The last one I went to (sadly years ago) had dozens of them. My husband amoung them. I miss working on comic books. :(

Do you mind if I ask why you need an artist? It can be very expensive to commission artwork.(Generally $40 and up per B&W illo unless you find someone who doesn't know current prices or is just doing it for fun.) If it is just for personal notes to help you get "Into" writing and knowing a person's physical traits, you can just use magazine pictures, or very sneakily take photographs of the average guy/gal/notsurewhich on the street.
